We are proud to announce that the Guest of Honour at Kappa Day 2025 will be a truly exceptional figure in the worlds of science, law, and space policy – John F. Hall, Jr. His career achievements and international experience inspire both experts and technology enthusiasts alike.

 

From NASA to Kappa Day

 

John F. Hall, originally from Washington, D.C., now resides in Poland, where he lectures at Vizja High School in Warsaw. His professional career spans more than 25 years at NASA, where he served as Director of Export Control and Interagency Cooperation. In this role, he was responsible for NASA’s political and regulatory interactions with U.S. government agencies and for coordinating the Agency’s involvement in United Nations programs.

 

After retiring from NASA in 2017, Hall joined the Polish Space Agency (POLSA), serving from 2017 to 2021 as Advisor to the President on the development of international space partnerships. He also contributed to youth education as an adjunct in the Polish office of the European Space Education Resource Office (ESERO).

 

Key Achievements of John F. Hall

 

Throughout his career, Hall played a pivotal role in shaping all U.S. national space policies across three presidential administrations. He authored groundbreaking legal analyses that laid the foundation for the 1998 agreements on the International Space Station (ISS). These documents addressed key issues such as criminal jurisdiction, technology transfer, customs, and the ISS Code of Conduct.

 

For his contributions, he received numerous awards, including the prestigious NASA Spaceship Earth Award and the U.S. Department of Commerce’s highest distinction – the Gold Medal.

 

A Passionate Leader and Community Servant

 

Beyond his professional life, John F. Hall dedicated 27 years as a licensed paramedic and chief firefighter with the Bethesda-Chevy Chase Rescue Squad. He also served three terms on the City Council of Rockville, Maryland. Hall is a graduate of Washington & Lee University School of Law and the Georgetown University School of Foreign Service.
